الَّذِينَ طَغَوْا فِي الْبِلَادِ

Tafsir Ibn Kathir
Allah said,
الَّذِينَ طَغَوْا فِي الْبِلَادِ ﴿١١﴾
فَأَكْثَرُوا فِيهَا الْفَسَادَ ﴿١٢﴾
Who did transgress beyond bounds in the lands. And made therein much mischief.
meaning, they rebelled, were arrogant, and went about making corruption in the land, and harming the people.

أي تمردوا وعتوا .
تفسير الجلالين
" الذين طغوا " تجبروا " في البلاد "
تفسير القرطبي
يعني عادا وثمود وفرعون " طغوا " أي تمردوا وعتوا وتجاوزوا القدر في الظلم والعدوان .
