ENTafsir Ibn Kathir
Jibril descended with the Qur'an and it is not the Result of Insanity Concerning
Allah's statement,
إِنَّهُ لَقَوْلُ رَسُولٍ كَرِيمٍ ﴿١٩﴾
Verily, this is the Word of a most honorable messenger.
meaning, indeed this Qur'an is being conveyed by a noble messenger, which is referring to an honorable angel, who has good character and a radiant appearance, and he is Jibril.
Ibn `Abbas, Ash-Sha`bi, Maymun bin Mihran, Al-Hasan, Qatadah, Ar-Rabi` bin Anas, Ad-Dahhak and others have said this.

يعني أن هذا القرآن لتبليغ رسول كريم أي ملك شريف حسن الخلق بهي المنظر وهو جبريل عليه الصلاة والسلام قاله ابن عباس والشعبي وميمون بن مهران والحسن وقتادة والربيع بن أنس والضحاك وغيرهم .

هذا جواب القسم . والرسول الكريم جبريل ; قاله الحسن وقتادة والضحاك . والمعنى " إنه لقول رسول " عن الله " كريم " على الله . وأضاف الكلام إلى جبريل عليه السلام , ثم عداه عنه بقوله " تنزيل من رب العالمين " [ الواقعة : 80 ] ليعلم أهل التحقيق في التصديق أن الكلام لله عز وجل . وقيل : هو محمد عليه الصلاة والسلام
