أَمْ تَأْمُرُهُمْ أَحْلَامُهُم بِهَذَا أَمْ هُمْ قَوْمٌ طَاغُونَ
Am tamuruhum ahlamuhum bihatha am hum qawmun taghoona

Is it that their faculties of understanding urge them to this, or are they but a people transgressing beyond bounds?

Tafsir Ibn Kathir
Allah the Exalted said,
أَمْ تَأْمُرُهُمْ أَحْلَامُهُم بِهَذَا ...
Or do their minds command them this,
`do their minds command them to tell these lies against you (O Muhammad), even though they know in their hearts that they are untrue and false,'
... أَمْ هُمْ قَوْمٌ طَاغُونَ ﴿٣٢﴾
or are they people transgressing all bounds?
`surely, they are misguided, stubborn and unjust people, and this is why they say what they say about you (O Muhammad). '
تفسير ابن كثير
ثم قال تعالى " أم تأمرهم أحلامهم بهذا " أي عقولهم تأمرهم بهذا الذي يقولونه فيك من الأقاويل الباطلة التي يعلمون في أنفسهم أنها كذب وزور" أم هم قوم طاغون " أي ولكن هم قوم طاغون ضلال معاندون فهذا هو الذي يحملهم على ما قالوه فيك.
تفسير الجلالين
"أم تأمرهم أحلامهم" عقولهم "بهذا" قولهم له : ساحر كاهن مجنون أي لا تأمرهم بذلك "أم" بل "هم قوم طاغون" بعنادهم
