وَلِلَّهِ مُلْكُ السَّمَاوَاتِ وَالْأَرْضِ يَغْفِرُ لِمَن يَشَاءُ وَيُعَذِّبُ مَن يَشَاءُ وَكَانَ اللَّهُ غَفُوراً رَّحِيماً
Walillahi mulku alssamawati waalardi yaghfiru liman yashao wayuAAaththibu man yashao wakana Allahu ghafooran raheeman

To Allah belongs the dominion of the heavens and the earth: He forgives whom He wills, and He punishes whom He wills: but Allah is Oft-Forgiving, Most Merciful.

Tafsir Ibn Kathir
Allah said,
وَلِلَّهِ مُلْكُ السَّمَاوَاتِ وَالْأَرْضِ ...
And to Allah belongs the sovereignty of the heavens and the earth.
Allah the Exalted then states that He is the Only Authority, King and Owner Who has full control over the residents of the heavens and earth,
... يَغْفِرُ لِمَن يَشَاء وَيُعَذِّبُ مَن يَشَاء وَكَانَ اللَّهُ غَفُورًا رَّحِيمًا ﴿١٤﴾
He forgives whom He wills, and punishes whom He wills.
And Allah is Forgiving, Most Merciful. (with those who repent, return and submit to Him with humiliation.)
تفسير ابن كثير
ثم بين تعالى أنه الحاكم المالك المتصرف في أهل السماوات والأرض" يغفر لمن يشاء ويعذب من يشاء وكان الله غفورا رحيما " أي لمن تاب إليه وأناب وخضع لديه.
تفسير الجلالين
"ولله ملك السموات والأرض يغفر لمن يشاء ويعذب من يشاء وكان الله غفورا رحيما" أي لم يزل متصفا بما ذكر
تفسير القرطبي
أي هو غني عن عباده , وإنما ابتلاهم بالتكليف ليثيب من آمن ويعاقب من كفر وعصى .
إعراب — grammatical analysis
