ذَلِكَ بِأَنَّهُمْ قَالُوا لِلَّذِينَ كَرِهُوا مَا نَزَّلَ اللَّهُ سَنُطِيعُكُمْ فِي بَعْضِ الْأَمْرِ وَاللَّهُ يَعْلَمُ إِسْرَارَهُمْ
Thalika biannahum qaloo lillatheena karihoo ma nazzala Allahu sanuteeAAukum fee baAAdi alamri waAllahu yaAAlamu israrahum

This, because they said to those who hate what Allah has revealed, "We will obey you in part of (this) matter"; but Allah knows their (inner) secrets.

Tafsir Ibn Kathir
ذَلِكَ بِأَنَّهُمْ قَالُوا لِلَّذِينَ كَرِهُوا مَا نَزَّلَ اللَّهُ سَنُطِيعُكُمْ فِي بَعْضِ الْأَمْرِ ...
That is because they said to those who hate what Allah sent down: "We will obey your in part of the matter.'
means, they plotted secretly with them and gave them evil advice -- as is the common practice of the hypocrites who declare the opposite of what they conceal.
Because of this, Allah says,
... وَاللَّهُ يَعْلَمُ إِسْرَارَهُمْ ﴿٢٦﴾
And Allah knows their secrets.
whatever they hide and conceal, Allah is well-acquainted with it and He knows it.
This is similar to His saying,
وَاللَّهُ يَكْتُبُ مَا يُبَيِّتُونَ
...And Allah records all that they plot by night. (4:81)
تفسير ابن كثير
أي مالئوهم وناصحوهم في الباطن على الباطل وهذا شأن المنافقين يظهرون خلاف ما يبطنون ; ولهذا قال الله عز وجل " والله يعلم إسرارهم " أي ما يسرون وما يخفون الله مطلع عليه وعالم به كقوله تبارك وتعالى " والله يكتب ما يبيتون" .
تفسير الجلالين
"ذلك" أي إضلالهم "بأنهم قالوا للذين كرهوا ما نزل الله" أي للمشركين "سنطيعكم في بعض الأمر" أي المعاونة على عداوة النبي صلى الله عليه وسلم وتثبيط الناس عن الجهاد معه قالوا ذلك سرا فأظهره الله تعالى "والله يعلم إسرارهم" بفتح الهمزة جمع سر وبكسرها مصدر
تفسير القرطبي
أي ذلك الإملاء لهم حتى يتمادوا في الكفر بأنهم قالوا , يعني المنافقين واليهود .
