مَا خَلَقْنَاهُمَا إِلَّا بِالْحَقِّ وَلَكِنَّ أَكْثَرَهُمْ لَا يَعْلَمُونَ
Ma khalaqnahuma illa bialhaqqi walakinna aktharahum la yaAAlamoona

Tafsir Ibn Kathir
This World was created for a Wisdom
Allah says:
وَمَا خَلَقْنَا السَّمَاوَاتِ وَالْأَرْضَ وَمَا بَيْنَهُمَا لَاعِبِينَ ﴿٣٨﴾
مَا خَلَقْنَاهُمَا إِلَّا بِالْحَقِّ وَلَكِنَّ أَكْثَرَهُمْ لَا يَعْلَمُونَ ﴿٣٩﴾
And We created not the heavens and the earth, and all that is between them, for mere play.
We created them not except with truth, but most of them know not.
Here Allah tells us of His justice, and that He is far above mere play, folly and falsehood.
This is like the Ayah:
وَمَا خَلَقْنَا السَّمَآءَ وَالاٌّرْضَ وَمَا بَيْنَهُمَا بَـطِلاً ذَلِكَ ظَنُّ الَّذِينَ كَفَرُواْ فَوَيْلٌ لِّلَّذِينَ كَفَرُواْ مِنَ النَّارِ
And We created not the heaven and the earth and all that is between them without purpose! That is the consideration of those who disbelieve! Then woe to those who disbelieve from the Fire! (38:27)
أَفَحَسِبْتُمْ أَنَّمَا خَلَقْنَـكُمْ عَبَثاً وَأَنَّكُمْ إِلَيْنَا لاَ تُرْجَعُونَ
فَتَعَـلَى اللَّهُ الْمَلِكُ الْحَقُّ لاَ إِلَـهَ إِلاَّ هُوَ رَبُّ الْعَرْشِ الْكَرِيمِ
Did you think that We had created you in play, and that you would not be brought back to Us?
So Exalted be Allah, the True King: La ilaha illa Huwa, the Lord of the Supreme Throne! (23:115-116)
تفسير ابن كثير
قال تعالى \ أفحسبتم أنما خلقناكم عبثا وأنكم إلينا لا ترجعون فتعالى الله الملك الحق لا إله إلا هو رب العرش الكريم \ .

\ما خلقناهما\ وما بينهما \إلا بالحق\ أي محقين في ذلك ليستدل به على قدرتنا ووحدانيتنا وغير ذلك \ولكن أكثرهم\ أي كفار مكة
تفسير القرطبي
أي إلا بالأمر الحق ; قاله مقاتل . وقيل : إلا للحق ; قاله الكلبي والحسن . وقيل : إلا لإقامة الحق لإظهاره من توحيد الله والتزام طاعته . وقد مضى هذا المعنى في \ الأنبياء \ . \ ولكن أكثرهم \ يعني أكثر الناس \ لا يعلمون \ ذلك .
