هَـذَا بَيَانٌ لِّلنَّاسِ وَهُدًى وَمَوْعِظَةٌ لِّلْمُتَّقِينَ

Tafsir Ibn Kathir
Allah said next,
هَـذَا بَيَانٌ لِّلنَّاسِ ...
This is a plain statement for mankind,
meaning, the Qur'an explains the true reality of things and narrates how the previous nations suffered by the hands of their enemies.
... وَهُدًى وَمَوْعِظَةٌ ...
And a guidance and instruction,
for the Qur'an contains the news of the past, and, هُدًى (guidance) for your hearts.
... وَمَوْعِظَةٌ لِّلْمُتَّقِينَ ﴿١٣٨﴾
and instruction for the Muttaqin.
to discourage committing the prohibited and forbidden matters.
تفسير ابن كثير
قال تعالى " هذا بيان للناس " يعني القرآن فيه بيان الأمور على جليتها وكيف كان الأمم الأقدمون مع أعدائهم " وهدى وموعظة " يعني القرآن فيه خبر ما قبلكم وهدى لقلوبكم وموعظة أي زاجر عن المحارم والمآثم .
تفسير الجلالين
"هذا" القرآن "بيان للناس" كلهم "وهدى" من الضلالة "وموعظة للمتقين" منهم
تفسير القرطبي
يعني القرآن , عن الحسن وغيره . وقيل : هذا إشارة إلى قوله : " قد خلت من قبلكم سنن " . والموعظة الوعظ . وقد تقدم .
