Tafsir Ibn Kathir
Allah's saying:
تِلْكَ آيَاتُ الْكِتَابِ الْمُبِينِ ﴿٢﴾
These are the Ayat of the Book Mubin.
means, these are the verses of the Clear Qur'an, i.e. the clear and unambiguous Book which distinguishes between truth and falsehood, misguidance and guidance.
تفسير ابن كثير
وقوله تعالى " تلك آيات الكتاب المبين " أي هذه آيات القرآن المبين أي البين الواضح الجلي الذي يفصل بين الحق والباطل والغي والرشاد .

"تلك" أي هذه الآيات "آيات الكتاب" القرآن والإضافة بمعنى من "المبين" المظهر الحق من الباطل

رفع على إضمار مبتدإ أي هذه " تلك آيات الكتاب المبين " التي كنتم وعدتم بها ; لأنهم قد وعدوا في التوراة والإنجيل بإنزال القرآن . وقيل : " تلك " بمعنى هذه .
