وَإِن تَدْعُوهُمْ إِلَى الْهُدَى لاَ يَسْمَعُواْ وَتَرَاهُمْ يَنظُرُونَ إِلَيْكَ وَهُمْ لاَ يُبْصِرُونَ

If thou callest them to guidance, they hear not. Thou wilt see them looking at thee, but they see not.

Tafsir Ibn Kathir
The Ayah,
وَإِن تَدْعُوهُمْ إِلَى الْهُدَى لاَ يَسْمَعُواْ ...
And if you call them to guidance, they hear not,
is similar to another Ayah,
إِن تَدْعُوهُمْ لاَ يَسْمَعُواْ دُعَآءَكُمْ
If you invoke (or call upon) them, they hear not your call. (35:14)
Allah said next,
... وَتَرَاهُمْ يَنظُرُونَ إِلَيْكَ وَهُمْ لاَ يُبْصِرُونَ ﴿١٩٨﴾
and you will see them looking at you, yet they see not.
meaning, they have eyes that stare as if they see, although they are solid. Therefore, the Ayah treated them as if they had a mind (saying, Tarahum, instead of Taraha), since they are made in the shape of humans with eyes drawn on them.
تفسير ابن كثير
قوله " وإن تدعوهم إلى الهدى لا يسمعوا وتراهم ينظرون إليك وهم لا يبصرون " كقوله تعالى " إن تدعوهم لا يسمعوا دعاءكم " الآية وقوله " وتراهم ينظرون إليك وهم لا يبصرون " إنما قال " ينظرون إليك " أي يقابلونك بعيون مصورة كأنها ناظرة وهي جماد ولهذا عاملهم معاملة من يعقل لأنها على صور مصورة كالإنسان وتراهم ينظرون إليك فعبر عنها بضمير من يعقل وقال السدي : المراد بهذا المشركون وروي عن مجاهد نحوه والأول أولى وهو اختيار ابن جرير وقاله قتادة .

"وإن تدعوهم" أي الأصنام "إلى الهدى لا يسمعوا وتراهم" أي الأصنام يا محمد "ينظرون إليك" أي يقابلونك كالناظر

«وَإِنْ» شرطية.
«تَدْعُوهُمْ» مضارع مجزوم وعلامة جزمه حذف النون ، والواو فاعله والهاء مفعوله.
