وَلَقَدْ صَبَّحَهُم بُكْرَةً عَذَابٌ مُّسْتَقِرٌّ
Walaqad sabbahahum bukratan AAathabun mustaqirrun

Early on the morrow an abiding Punishment seized them:

Tafsir Ibn Kathir
Allah the Exalted said,
وَلَقَدْ صَبَّحَهُم بُكْرَةً عَذَابٌ مُّسْتَقِرٌّ ﴿٣٨﴾
And verily, an abiding torment seized them early in the morning.
meaning, a torment that they had no way of escaping or avoiding,

فرجعوا على أدبارهم يتحسسون بالحيطان ويتوعدون لوطا " عليه السلام إلى الصباح .
تفسير الجلالين
"ولقد صبحهم بكرة" وقت الصبح من يوم غير معين "عذاب مستقر" دائم متصل بعذاب الآخرة
تفسير القرطبي
أي دائم عام استقر فيهم حتى يفضي بهم إلى عذاب الآخرة . وذلك العذاب قلب قريتهم عليهم وجعل أعلاها أسفلها . و " بكرة " هنا نكرة فلذلك صرفت .

«وَلَقَدْ» سبق إعرابها. «صَبَّحَهُمْ» ماض ومفعوله «بُكْرَةً» ظرف زمان «عَذابٌ» فاعل «مُسْتَقِرٌّ» صفة عذاب والجملة جواب القسم لا محل لها.
