وَلَوْ أَنَّ لِلَّذِينَ ظَلَمُوا مَا فِي الْأَرْضِ جَمِيعاً وَمِثْلَهُ مَعَهُ لَافْتَدَوْا بِهِ مِن سُوءِ الْعَذَابِ يَوْمَ الْقِيَامَةِ وَبَدَا لَهُم مِّنَ اللَّهِ مَا لَمْ يَكُونُوا يَحْتَسِبُونَ
Walaw anna lillatheena thalamoo ma fee alardi jameeAAan wamithlahu maAAahu laiftadaw bihi min sooi alAAathabi yawma alqiyamati wabada lahum mina Allahi ma lam yakoonoo yahtasiboona

Even if the wrong-doers had all that there is on earth, and as much more, (in vain) would they offer it for ransom from the pain of the Penalty on the Day of Judgment: but something will confront them from Allah, which they could never have counted upon!

And though those who do wrong possess all that is in the earth, and therewith as much again, they verily will seek to ransom themselves therewith on the Day of Resurrection from the awful doom; and there will appear unto them, from their Lord, that wherewith they never reckoned.

Tafsir Ibn Kathir
No Ransom will be accepted on the Day of Resurrection
Allah says,
وَلَوْ أَنَّ لِلَّذِينَ ظَلَمُوا ...
And those who did wrong, (means, the idolators).
... مَا فِي الْأَرْضِ جَمِيعًا وَمِثْلَهُ مَعَهُ ...
if they had all that is in earth and therewith as much again,
... لَافْتَدَوْا بِهِ مِن سُوءِ الْعَذَابِ ...
they verily, would offer it to ransom themselves therewith from the evil torment;
means, that which Allah has decreed for them on the Day of Resurrection. But the ransom will not be accepted from them, even if it were to be an earth-full of gold as He mentioned elsewhere (3:91).
... يَوْمَ الْقِيَامَةِ ...
on the Day of Resurrection,
Then Allah says:
... وَبَدَا لَهُم مِّنَ اللَّهِ مَا لَمْ يَكُونُوا يَحْتَسِبُونَ ﴿٤٧﴾
and there will become apparent to them from Allah what they had not been reckoning.
which means, when they come to realize what Allah's punishment for them will be, which they had never before imagined.
تفسير ابن كثير
وقوله عز وجل " ولو أن للذين ظلموا " وهم المشركون " ما في الأرض جميعا ومثله معه " أي ولو أن جميع ما في الأرض وضعفه معه " لافتدوا به من سوء العذاب " أي الذي أوجبه الله تعالى لهم يوم القيامة ومع هذا لا يقبل منهم الفداء ولو كان ملء الأرض ذهبا كما قال في الآية الأخرى " وبدا لهم من الله ما لم يكونوا يحتسبون " أي وظهر لهم من الله من العذاب والنكال بهم ما لم يكن في بالهم ولا في حسابهم.
