Tafsir Ibn Kathir
رَبُّ السَّمَاوَاتِ وَالْأَرْضِ وَمَا بَيْنَهُمَا ...
The Lord of the heavens and the earth and all that is between them,
means, He is the Sovereign of all that and is in control of it.
... الْعَزِيزُ الْغَفَّارُ ﴿٦٦﴾
the Almighty, the Oft-Forgiving.
means, He is Oft-Forgiving as well as being Almighty and All-Powerful.
تفسير ابن كثير
رب السماوات والأرض وما بينهما " أي هو مالك جميع ذلك ومتصرف فيه " العزيز الغفار " أي غفار مع عظمته وعزته .

"رب السموات والأرض وما بينهما العزيز" الغالب على أمره "الغفار" لأوليائه

بالرفع على النعت وإن نصبت الأول نصبته . ويجوز رفع الأول ونصب ما بعده على المدح .
