(With the result) that Allah has to punish the Hypocrites, men and women, and the Unbelievers, men and women, and Allah turns in Mercy to the Believers, men and women: for Allah is Oft-Forgiving, Most Merciful.

Tafsir Ibn Kathir
The Result of taking on the Amanah
Allah says:
لِيُعَذِّبَ اللَّهُ الْمُنَافِقِينَ وَالْمُنَافِقَاتِ وَالْمُشْرِكِينَ وَالْمُشْرِكَاتِ ...
So that Allah will punish the hypocrites, men and women, and the men and women who are idolators.
means, because the sons of Adam have undertaken to fulfill the Amanah, which means duties, Allah will punish the men and women among them who are hypocrites, who are those who make an outward display of faith because they fear the believers, but in their hearts they conceal disbelief and in fact are followers of the disbelievers.
وَالْمُشْرِكِينَ وَالْمُشْرِكَاتِ (and the men and women who are idolators).
these are the ones who both outwardly and inwardly associate others in worship with Allah and go against His Messengers.
... وَيَتُوبَ اللَّهُ عَلَى الْمُؤْمِنِينَ وَالْمُؤْمِنَاتِ ...
And Allah will pardon the believers, men and women.
means, He will show mercy to the believers among mankind, who believe in Allah and in His angels, Books and Messengers, and who obey Him.
... وَكَانَ اللَّهُ غَفُورًا رَّحِيمًا ﴿٧٣﴾
And Allah is Ever Oft-Forgiving, Most Merciful.
This is end of the Tafsir of Surah Al-Ahzab. Allah, may He be glorified and exalted, is the Guide to the right way.
تفسير ابن كثير
وقوله تعالى : " ليعذب الله المنافقين والمنافقات والمشركين والمشركات" أي إنما حمل بني آدم الأمانة وهي التكاليف ليعذب الله المنافقين منهم والمنافقات وهم الذين يظهرون الإيمان خوفا من أهله ويبطنون الكفر متابعة لأهله " والمشركين والمشركات" وهم الذين ظاهرهم وباطنهم على الشرك بالله ومخالفة رسله " ويتوب الله على المؤمنين والمؤمنات" أي وليرحم المؤمنين من الخلق الذين آمنوا بالله وملائكته وكتبه ورسله العاملين بطاعته" وكان الله غفورا رحيما " آخر تفسير سورة الأحزاب ولله الحمد والمنة .
تفسير الجلالين
"ليعذب الله" اللام متعلقة بعرضنا المترتب عليه حمل آدم "المنافقين والمنافقات والمشركين والمشركات" المضيعين الأمانة "ويتوب الله على المؤمنين والمؤمنات" المؤدين الأمانة "وكان الله غفورا" للمؤمنين "رحيما" بهم
تفسير القرطبي
اللام في " ليعذب " متعلقة ب " حمل " أي حملها ليعذب العاصي ويثيب المطيع ; فهي لام التعليل ; لأن العذاب نتيجة حمل الأمانة . وقيل ب " عرضنا " ; أي عرضنا الأمانة على الجميع ثم قلدناها الإنسان ليظهر شرك المشرك ونفاق المنافقين ليعذبهم الله , وإيمان المؤمن ليثيبه الله .

«لِيُعَذِّبَ اللَّهُ» اللام لام التعليل ومضارع منصوب بأن المضمرة بعد لام التعليل ولفظ الجلالة فاعل «الْمُنافِقِينَ» مفعول به منصوب بالياء لأنه جمع مذكر سالم «وَالْمُنافِقاتِ» معطوفة «وَالْمُشْرِكِينَ وَالْمُشْرِكاتِ» معطوفة على ما قبلها وأن وما بعدها في تأويل مصدر مجرورة باللام ومتعلقان بحملها «وَيَتُوبَ اللَّهُ» مضارع ولفظ الجلال فاعله والجملة معطوفة «عَلَى الْمُؤْمِنِينَ» متعلقان بيتوب «وَالْمُؤْمِناتِ» معطوف على ما قبله «وَكانَ اللَّهُ غَفُوراً رَحِيماً» كان واسمها وخبراها والجملة معطوفة ومعنى الأمانة الأوامر الشرعية
