قُلْ مَن ذَا الَّذِي يَعْصِمُكُم مِّنَ اللَّهِ إِنْ أَرَادَ بِكُمْ سُوءاً أَوْ أَرَادَ بِكُمْ رَحْمَةً وَلَا يَجِدُونَ لَهُم مِّن دُونِ اللَّهِ وَلِيّاً وَلَا نَصِيراً
Qul man tha allathee yaAAsimukum mina Allahi in arada bikum sooan aw arada bikum rahmatan wala yajidoona lahum min dooni Allahi waliyyan wala naseeran
Yusuf Ali
Say: "Who is it that can screen you from Allah if it be His wish to give you punishment or to give you Mercy?" Nor will they find for themselves, besides Allah, any protector or helper.

Tafsir Ibn Kathir
Then Allah says:
قُلْ مَن ذَا الَّذِي يَعْصِمُكُم مِّنَ اللَّهِ إِنْ أَرَادَ بِكُمْ سُوءًا أَوْ أَرَادَ بِكُمْ رَحْمَةً وَلَا يَجِدُونَ لَهُم مِّن دُونِ اللَّهِ وَلِيًّا وَلَا نَصِيرًا ﴿١٧﴾
Say:
"Who is he who can protect you from Allah if He intends to harm you, or intends mercy on you!''
And they will not find, besides Allah, for themselves any protector or any helper.
meaning, they have no one else except Allah to respond to their cries.
تفسير ابن كثير
ثم قال تعالى " قل من ذا الذي يعصمكم من الله " أي يمنعكم " إن أراد بكم سوءا أو أراد بكم رحمة ولا يجدون لهم من دون الله وليا ولا نصيرا " أي ليس لهم ولا لغيرهم من الله مجير ولا مغيث .
تفسير الجلالين
"قل من ذا الذي يعصمكم" يجيركم "من الله إن أراد بكم سوءا" هلاكا وهزيمة "أو" يصيبكم بسوء إن "أراد" الله "بكم" خيرا "ولا يجدون لهم من دون الله" أي غيره "وليا" ينفعهم "ولا نصيرا" يدفع الضر عنهم

«قُلْ» أمر فاعله مستتر والجملة مستأنفة لا محل لها. «مَنْ ذَا» من اسم استفهام مبتدأ واسم الإشارة خبره والجملة الاسمية مقول القول «الَّذِي» بدل من اسم الإشارة «يَعْصِمُكُمْ» مضارع ومفعوله والفاعل مستتر «مِنَ اللَّهِ» متعلقان بالفعل والجملة صلة الموصول «إِنْ» شرطية «أَرادَ» ماض في محل جزم فعل الشرط والجملة ابتدائية لا محل لها «بِكُمْ» متعلقان بالفعل «سُوءاً» مفعول به «أَوْ» حرف عطف «أَرادَ بِكُمْ رَحْمَةً» عطف على ما قبله والواو حرف استئناف «وَلا يَجِدُونَ» لا نافية ومضارع مرفوع والواو فاعله والجملة مستأنفة لا محل لها «لَهُمْ» متعلقان بوليا «مِنْ دُونِ» متعلقان بوليا أيضا «اللَّهِ» لفظ الجلالة مضاف إليه «وَلِيًّا» مفعول به «وَلا نَصِيراً» معطوف على ما قبله
