Tafsir Ibn Kathir
قَالَ لِمَنْ حَوْلَهُ ...
(Fir`awn) said to those around:
i.e., Fir`awn turned to the chiefs and leaders of his state around him, and said to them -- mockingly expressing his disbelief in Musa:
... أَلَا تَسْتَمِعُونَ ﴿٢٥﴾
"Do you not hear!''
meaning, `are you not amazed by what this man is claiming -- that you have another god other than me!'

فيما قاله " ألا تستمعون " أي ألا تعجبون من هذا في زعمه أن لكم إلها غيري ؟ .

"قال" فرعون "لمن حوله" من أشراف قومه "ألا تستمعون" جوابه الذي لم يطابق السؤال

فقال فرعون : " ألا تستمعون " على معنى الإغراء والتعجب من سفه المقالة إذ كانت عقيدة القوم أن فرعون ربهم ومعبودهم والفراعنة قبله كذلك .
