يُرِيدُونَ أَن يُطْفِؤُواْ نُورَ اللّهِ بِأَفْوَاهِهِمْ وَيَأْبَى اللّهُ إِلاَّ أَن يُتِمَّ نُورَهُ وَلَوْ كَرِهَ الْكَافِرُونَ

Fain would they extinguish Allah's light with their mouths, but Allah will not allow but that His light should be perfected, even though the Unbelievers may detest (it).

Tafsir Ibn Kathir
People of the Scriptures try to extinguish the Light of Islam
Allah says,
يُرِيدُونَ أَن يُطْفِؤُواْ نُورَ اللّهِ بِأَفْوَاهِهِمْ ...
They (the disbelieving idolators and People of the Scriptures) want to extinguish the Light of Allah with their mouths,
They try through argument and lies to extinguish the guidance and religion of truth that the Messenger of Allah was sent with.
Their example is the example of he who wants to extinguish the light of the sun or the moon by blowing at them! Indeed, such a person will never accomplish what he sought. Likewise, the light of what the Messenger was sent with will certainly shine and spread.
Allah replied to the idolators' desire and hope,
... وَيَأْبَى اللّهُ إِلاَّ أَن يُتِمَّ نُورَهُ وَلَوْ كَرِهَ الْكَافِرُونَ ﴿٣٢﴾
but Allah will not allow except that His Light should be perfected even though the disbelievers (Kafirun) hate (it).
Linguistically a Kafir is the person who covers something.
For instance, night is called Kafiran (covering) because it covers things (with darkness).
The farmer is called Kafiran, because he covers seeds in the ground.
Allah said in an Ayah,
أَعْجَبَ الْكُفَّارَ نَبَاتُهُ
thereof the growth is pleasing to the (Kuffar) tillers. (57:20)

Allah said next,
تفسير ابن كثير
يقول تعالى : يريد هؤلاء الكفار من المشركين وأهل الكتاب " أن يطفئوا نور الله " أي ما بعث به رسول الله صلى الله عليه وسلم من الهدى ودين الحق بمجرد جدالهم وافترائهم فمثلهم في ذلك كمثل من يريد أن يطفئ شعاع الشمس أو نور القمر بنفخه وهذا لا سبيل إليه فكذلك ما أرسل به رسول الله صلى الله عليه وسلم لا بد أن يتم ويظهر ولهذا قال تعالى مقابلا لهم فيما راموه وأرادوه " ويأبى الله إلا أن يتم نوره ولو كره الكافرون " والكافر هو الذي يستر الشيء ويغطيه ومنه سمي الليل كافرا لأنه يستر الأشياء والزارع كافرا لأنه يغطي الحب في الأرض كما قال " يعجب الكفار نباته" .
تفسير الجلالين
"يريدون أن يطفئوا نور الله" شرعه وبراهينه "بأفواههم" بأقوالهم فيه "ويأبى الله إلا أن يتم" يظهر "نوره ولو كره الكافرون" ذلك
تفسير القرطبي
أي دلالته وحججه على توحيده . جعل البراهين بمنزلة النور لما فيها من البيان . وقيل : المعنى نور الإسلام , أي أن يخمدوا دين الله بتكذيبهم .
