وَقَالُواْ لَوْلا أُنزِلَ عَلَيْهِ مَلَكٌ وَلَوْ أَنزَلْنَا مَلَكاً لَّقُضِيَ الأمْرُ ثُمَّ لاَ يُنظَرُونَ
Waqaloo lawla onzila AAalayhi malakun walaw anzalna malakan laqudiya alamru thumma la yuntharoona

They say: "Why is not an angel sent down to him?" If we did send down an angel, the matter would be settled at once, and no respite would be granted them.

Tafsir Ibn Kathir
وَقَالُواْ لَوْلا أُنزِلَ عَلَيْهِ مَلَكٌ ...
And they say: "Why has not an angel been sent down to him!''
to convey the Message with admonition along with him.
Allah replied,
... وَلَوْ أَنزَلْنَا مَلَكًا لَّقُضِيَ الأمْرُ ثُمَّ لاَ يُنظَرُونَ ﴿٨﴾
Had We sent down an angel, the matter would have been judged at once, and no respite would be granted to them.
Consequently, even if the angels descend, while the disbelievers still had the same attitude, then the torment will surely befall them from Allah as a consequence.
Allah said in other Ayat,
مَا نُنَزِّلُ الْمَلَـئِكَةَ إِلاَّ بِالحَقِّ وَمَا كَانُواْ إِذًا مُّنظَرِينَ
We send not the angels down except with the truth (i.e. for torment, etc.), and in that case, they (the disbelievers) would have no respite! (15:8)
and,
يَوْمَ يَرَوْنَ الْمَلَـئِكَةَ لاَ بُشْرَى يَوْمَئِذٍ لِّلْمُجْرِمِينَ
On the Day they will see the angels, no glad tidings will there be for the criminals that day. (25:22)
تفسير ابن كثير
" وقالوا لولا أنزل عليه ملك " أي ليكون معه نذيرا قال الله تعالى" ولو أنزلنا ملكا لقضي الأمر ثم لا ينظرون" أي لو نزلت الملائكة على ما هم عليه لجاءهم من الله العذاب . كما قال الله تعالى " ما ننزل الملائكة إلا بالحق وما كانوا إذا منظرين " وقوله " يوم يرون الملائكة لا بشرى يومئذ للمجرمين" الآية .
تفسير الجلالين
"وقالوا لولا" هلا "أنزل عليه" على محمد صلى الله عليه وسلم "ملك" يصدقه "ولو أنزلنا ملكا" كما اقترحوا فلم يؤمنوا "لقضي الأمر" بهلاكهم "ثم لا ينظرون" يمهلون لتوبة أو معذرة كعادة الله فيمن قبلهم من إهلاكهم عند وجود مقترحهم إذا لم يؤمنوا

اقترحوا هذا أيضا و " لولا " بمعنى هلا .
إعراب — grammatical analysis
في الآية فعلان مبنيان للمعلوم وفاعلهما هما : قالوا ، أنزلنا وثلاثة مبنية للمجهول ونائب فاعلها أنزل ملك ، قضي الأمر ، ينظرون. وجملة قالوا مستأنفة ، وجملة أنزل بعدها مقول القول ، وجملة أنزلنا مستأنفة كذلك. وجملة لقضى جواب لولا لا محل لها وجملة ينظرون معطوفة عليها.
