وَلَوْ كَانُوا يُؤْمِنُونَ بِالله والنَّبِيِّ وَمَا أُنزِلَ إِلَيْهِ مَا اتَّخَذُوهُمْ أَوْلِيَاء وَلَـكِنَّ كَثِيراً مِّنْهُمْ فَاسِقُونَ
Walaw kanoo yuminoona biAllahi waalnnabiyyi wama onzila ilayhi ma ittakhathoohum awliyaa walakinna katheeran minhum fasiqoona

If only they had believed in Allah, in the Prophet, and in what hath been revealed to him, never would they have taken them for friends and protectors, but most of them are rebellious wrong-doers.

Tafsir Ibn Kathir
Allah's statement,
وَلَوْ كَانُوا يُؤْمِنُونَ بِالله والنَّبِيِّ وَمَا أُنزِلَ إِلَيْهِ مَا اتَّخَذُوهُمْ أَوْلِيَاء ...
And had they believed in Allah, and in the Prophet and in what has been revealed to him, never would they have taken them as friends.
meaning, had they sincerely believed in Allah, His Messenger and the Qur'an, they would not have committed the evil act of supporting the disbelievers in secret and being enemies with those who believe in Allah, the Prophet and what was revealed to him,
... وَلَـكِنَّ كَثِيرًا مِّنْهُمْ فَاسِقُونَ ﴿٨١﴾
but many of them are rebellious.
disobedient to Allah and His Messenger and defiant of the Ayat of His revelation that He sent down.
تفسير ابن كثير
قوله تعالى " ولو كانوا يؤمنون بالله والنبي وما أنزل إليه ما اتخذوهم أولياء" أي لو آمنوا حق الإيمان بالله والرسول والقرآن لما ارتكبوا ما ارتكبوه من موالاة الكافرين في الباطن ومعاداة المؤمنين بالله والنبي وما أنزل الله " ولكن كثيرا منهم فاسقون " أي خارجون عن طاعة الله ورسوله مخالفون لآيات وحيه وتنزيله.
تفسير الجلالين
"ولو كانوا يؤمنون بالله والنبي" محمد "وما أنزل إليه ما اتخذوهم" أي الكفار "أولياء ولكن كثيرا منهم فاسقون" خارجون عن الإيمان
تفسير القرطبي
يدل بهذا على أن من اتخذ كافرا وليا فليس بمؤمن إذا اعتقد اعتقاده ورضي أفعاله .
إعراب — grammatical analysis
«وَلَوْ كانُوا يُؤْمِنُونَ بِاللَّهِ وَالنَّبِيِّ» جملة كانوا ابتدائية لا محل لها وجملة يؤمنون خبر وجملة «وَما أُنْزِلَ إِلَيْهِ» معطوفة عليها.
«مَا اتَّخَذُوهُمْ أَوْلِياءَ» اتخذوهم فعل ماض والواو فاعله والهاء مفعوله الأول وأولياء مفعوله الثاني.
«وَلكِنَّ كَثِيراً مِنْهُمْ فاسِقُونَ» لكن واسمها وخبرها ومنهم متعلقان باسمها.
«كَثِيراً» والجملة معطوفة.
