وَللّهِ مَا فِي السَّمَاوَاتِ وَمَا فِي الأَرْضِ وَكَانَ اللّهُ بِكُلِّ شَيْءٍ مُّحِيطاً
Walillahi ma fee alssamawati wama fee alardi wakana Allahu bikulli shayin muheetan

But to Allah belong all things in the heavens and on earth: And He it is that Encompasseth all things.

Tafsir Ibn Kathir
Allah's statement,
وَللّهِ مَا فِي السَّمَاوَاتِ وَمَا فِي الأَرْضِ ...
And to Allah belongs all that is in the heavens and all that is in the earth.
means, everything and everyone are His property, servants and creation, and He has full authority over all of this. There is no one who can avert Allah's decision or question His judgment. He is never asked about what He does due to His might, ability, fairness, wisdom, compassion and mercy.
Allah's statement,
... وَكَانَ اللّهُ بِكُلِّ شَيْءٍ مُّحِيطًا ﴿١٢٦﴾
And Allah is Ever Encompassing all things.
means, His knowledge encompasses everything and nothing concerning His servants is ever hidden from Him. Nothing, even the weight of an atom, ever escapes His observation in the heavens and earth, nor anything smaller or bigger than that.
تفسير ابن كثير
وقوله ولله ما في السموات وما في الأرض أي الجميع ملكه وعبيده وخلقه وهو المتصرف في جميع ذلك لا راد لما قضى ولا معقب لما حكم ولا يسأل عما يفعل لعظمته وقدرته وعدله وحكمته ولطفه ورحمته وقوله وكان الله بكل شيء محيطا أي علمه نافذ في جميع ذلك لا تخفى عليه خافية من عباده ولا يعزب عن علمه مثقال ذرة في السموات ولا في الأرض ولا أصغر من ذلك ولا أكبر ولا تخفى عليه ذرة لما تراءى للناظرين وما توارى .
تفسير الجلالين
"ولله ما في السماوات وما في الأرض" ملكا وخلقا وعبيدا "وكان الله بكل شيء محيطا" علما وقدرة أي لم يزل متصفا بذلك
تفسير القرطبي
أي ملكا واختراعا . والمعنى إنه اتخذ إبراهيم خليلا بحسن طاعته لا لحاجته إلى مخالته ولا للتكثير به والاعتضاد ; وكيف وله ما في السموات وما في الأرض ؟ وإنما أكرمه لامتثاله لأمره .
إعراب — grammatical analysis
«وَلِلَّهِ ما فِي السَّماواتِ» للّه لفظ الجلالة مجرور باللام متعلقان بمحذوف خبر المبتدأ ما في السموات متعلقان بمحذوف صلة الموصول ما والجملة مستأنفة.
«وَما فِي الْأَرْضِ» عطف على ما في السموات.
«وَكانَ اللَّهُ بِكُلِّ شَيْءٍ مُحِيطاً» كان ولفظ الجلالة اسمها بكل متعلقان بالخبر محيطا والجملة مستأنفة.
