وَمِن قَبْلِهِ كِتَابُ مُوسَى إِمَاماً وَرَحْمَةً وَهَذَا كِتَابٌ مُّصَدِّقٌ لِّسَاناً عَرَبِيّاً لِّيُنذِرَ الَّذِينَ ظَلَمُوا وَبُشْرَى لِلْمُحْسِنِينَ
Wamin qablihi kitabu moosa imaman warahmatan wahatha kitabun musaddiqun lisanan AAarabiyyan liyunthira allatheena thalamoo wabushra lilmuhsineena

And before this, was the Book of Moses as a guide and a mercy: And this Book confirms (it) in the Arabic tongue; to admonish the unjust, and as Glad Tidings to those who do right.

Tafsir Ibn Kathir
Allah then says,
وَمِن قَبْلِهِ كِتَابُ مُوسَى ...
And before this was the Scripture of Musa, (and it was the Tawrah).
... إِمَامًا وَرَحْمَةً وَهَذَا كِتَابٌ ...
as a guide and mercy. And this is a Book, (meaning, the Qur'an).
... مُّصَدِّقٌ ...
confirming,
meaning, that which came before it of the previous Books.
... لِّسَانًا عَرَبِيًّا ...
in the Arabic tongue,
means that it is eloquent and clear.
... لِّيُنذِرَ الَّذِينَ ظَلَمُوا وَبُشْرَى لِلْمُحْسِنِينَ ﴿١٢﴾
to warn those who do wrong, and as glad tidings for the doers of good.
meaning, it contains a warning to the disbelievers and glad tidings for the believers.
Allah then says:
إِنَّ الَّذِينَ قَالُوا رَبُّنَا اللَّهُ ثُمَّ اسْتَقَامُوا ...
Verily, those who say: "Our Lord is (only) Allah,'' and thereafter stand firm,
The explanation of this has been discussed earlier in Surah As-Sajdah. (41:30)
Allah then says,
... فَلَا خَوْفٌ عَلَيْهِمْ ...
on them shall be no fear,
meaning, concerning their future.
... وَلَا هُمْ يَحْزَنُونَ ﴿١٣﴾
nor shall they grieve.
meaning, over what they have left behind.
تفسير ابن كثير
ثم قال تعالى " ومن قبله كتاب موسى " وهو التوراة" إماما ورحمة " وهذا كتاب " يعني القرآن مصدق أي لما قبله من الكتب " لسانا عربيا " أي فصيحا بينا واضحا " لينذر الذين ظلموا وبشرى للمحسنين" أي مشتمل على النذارة للكافرين والبشارة للمؤمنين.

"ومن قبله" أي القرآن "كتاب موسى" أي التوراة "إماما ورحمة" للمؤمنين به حالان "وهذا" أي القرآن "كتاب مصدق" للكتب قبله "لسانا عربيا" حال من الضمير في مصدق "لينذر الذين ظلموا" مشركي مكة "وبشرى للمحسنين" المؤمنين

إعراب — grammatical analysis
«وَمِنْ» حرف استئناف ومن حرف جر.
«قَبْلِهِ» اسم مجرور والجار والمجرور متعلقان بمحذوف خبر مقدم.
«كِتابُ» مبتدأ مؤخر.

«وَرَحْمَةً» معطوف على إماما والجملة مستأنفة.
