وَمَا أَنزَلْنَا عَلَيْكَ الْكِتَابَ إِلاَّ لِتُبَيِّنَ لَهُمُ الَّذِي اخْتَلَفُواْ فِيهِ وَهُدًى وَرَحْمَةً لِّقَوْمٍ يُؤْمِنُونَ
Wama anzalna AAalayka alkitaba illa litubayyina lahumu allathee ikhtalafoo feehi wahudan warahmatan liqawmin yuminoona

And We sent down the Book to thee for the express purpose, that thou shouldst make clear to them those things in which they differ, and that it should be a guide and a mercy to those who believe.

Tafsir Ibn Kathir
The Reason why the Qur'an was revealed
Allah says,
وَمَا أَنزَلْنَا عَلَيْكَ الْكِتَابَ إِلاَّ لِتُبَيِّنَ لَهُمُ الَّذِي اخْتَلَفُواْ فِيهِ ...
And We have not revealed the Book to you, except that you may clearly explain to them those things in which they differ,
Allah says to His Messenger that He has revealed the Book to him to explain the truth to mankind in matters which they dispute over. So the Qur'an is a decisive arbitrator for every issue that they argue about.
... وَهُدًى ...
and (as) a guidance,
meaning, for their hearts.
... وَرَحْمَةً ...
and a mercy,
meaning, for the one who adheres to it.
... لِّقَوْمٍ يُؤْمِنُونَ ﴿٦٤﴾
for a people who believe.
تفسير ابن كثير
ثم قال تعالى لرسوله أنه إنما أنزل عليك الكتاب ليبين للناس الذي يختلفون فيه فالقرآن فاصل بين الناس في كل ما يتنازعون فيه " هدى " أي للقلوب " ورحمة " أي لمن تمسك به " لقوم يؤمنون " .

"وما أنزلنا عليك" يا محمد "الكتاب" القرآن "إلا لتبين لهم الذي اختلفوا فيه" من أمر الدين "وهدى" عطف على لتبين "ورحمة لقوم يؤمنون" به

إعراب — grammatical analysis
«وَما» الواو استئنافية وما نافية.
«أَنْزَلْنا عَلَيْكَ الْكِتابَ» ماض وفاعله ومفعوله والجار والمجرور متعلقان بأنزلنا.
«إِلَّا» أداة حصر.
«لِتُبَيِّنَ» اللام للتعليل والمضارع منصوب بأن المضمرة بعد لام التعليل وفاعله مستتر وأن وما بعدها متعلقان بأرسلنا.
«لَهُمُ» متعلقان بتبين.
«الَّذِي» موصول مفعول به.
«اخْتَلَفُوا» ماض وفاعله والجملة صلة.
«فِيهِ» متعلقان باختلفوا.
«وَهُدىً» معطوفة على محل لتبين.
«وَرَحْمَةً» معطوفة على هدى.
«لِقَوْمٍ» متعلقان بمحذوف صفة لرحمة.
